Many nations are confronted with a crisis in the management of wastes especially in urban regions. The Surabaya City Government has pioneered an extraordinary program to solve the problem of emergency waste management is Waste to Energy Program via Benowo PLTSa. This research use Sutrisno’s Program Effectiveness theory and evaluates the effectiveness of Waste to Energy Program in Benowo Waste-to-Energy Power Plant (PLTSa) Surabaya. The applied method was qualitative with a case study character. Data were obtained from literature review, interviews and observations. The findings show that the WTE is relatively successful in programme comprehension, targeting precision, program timeliness, goal attainment and concrete change. Several obstacles were encountered, such as the uneven distribution of information related to the program, the suboptimal management of emissions and residues from the Waste to Energy process for the environment, and the need for more specific regulations. © The Authors, published by EDP Sciences.
