This study, using a qualitative case study approach, investigates community participation in urban planning in Surabaya. The research found that Surabaya's urban development is shaped by the relationship between formal government processes, such as Musrenbang and RTRW, and informal community initiatives like gotong-royong (mutual cooperation). While the city has legal frameworks to empower grassroots organizations, decision-making power often remains with the government. However, successful projects, such as the Kampung Improvement Programme (KIP) and the "Block by Block"initiative, demonstrate that meaningful participation through co-financing, co-labor, and innovative tools can foster a stronger sense of ownership and cultural identity among residents. The study concludes that the most successful initiatives are those that go beyond symbolic consultation to genuinely integrate community efforts into urban development. © Published under licence by IOP Publishing Ltd.
