Evaluation is a way to gather information about learning activity outcomes and achievements. It requires a valid and reliable instrument to collect the required data in measurable values. The research outlined in this article aimed to design a suitable measuring tool for Generation Z (Gen Z) in vocational high schools. The 4-D model was used as the development method. There were 39 items that were validated by experts and tested on 188 students of class XI TBSM in Indonesia. Data were analysed using the Rasch model. The test results show the instrument’s reliability (kr-20) is 0.93. The separation item value is 6.88, and the INFIT-MNSQ item is < 1.19. All items are fit, with nine items needing refinement, and the quality of the items in the instrument is classified as special. The developed test using a video is an innovation in the field of educational evaluation. The effective duration of using the video is 0.29 seconds. This video-based test is very suitable for the 5.0 era, where virtual videos support daily activities especially of Gen Z. © 2023 2023 WIETE
