Software size estimation calculations often do not consider data complexity. However, in practice, data is considered an integral part of the system, so it needs to be taken into account in software size estimation. The combination of Common Software Measurement International Consortium (COSMIC) Functional Size Measurement and Database Complexity Index (DBCI) is the main method in estimating the size of marketing tool monitoring system. This research involves 4 stages, which include: (1) actual business calculation, (2) database complexity calculation using DBCI, (3) data movement complexity calculation using COSMIC FSM, and (4) marketing tool monitoring system size estimation. The findings of this study are that the level of data movement complexity based on COSMIC FSM is 78, while the database complexity is 236. The comparison between the results of software size estimation and actual effort is as follows 141.54 percent. A limitation of this study is the absence of source code calculations or other methods, which causes fluctuations in the comparison between estimated and actual effort. © 2024 IEEE.
