University governance and risk management as drivers of performance: Empirical insights from State Universities with Legal Entity Status in Indonesia

Abstract

This study aims to analyze the influence of Good University Governance (GUG) on the performance of State Universities with Legal Entity Status (PTNBH) in East Java, considering the mediating role of Enterprise Risk Management (ERM). GUG represents an organizational governance mechanism grounded in the principles of accountability, transparency, non-profit orientation, quality assurance, effectiveness, efficiency, sustainability, reputation, inclusiveness, and partnership. Sound university governance is expected to strengthen both strategic and operational risk management systems, thereby enhancing academic and financial performance. A quantitative approach employing path analysis was used in this research. The population consisted of five PTNBH institutions in East Java, namely Universitas Negeri Surabaya, Institut Teknologi Sepuluh November, Universitas Airlangga, Universitas Brawijaya, and Universitas Negeri Malang. Data were collected through questionnaires administered to university structural officials and analyzed to assess both the direct and indirect effects among variables, drawing upon Stakeholder Theory and Contingency Theory as the theoretical foundations. The findings reveal that among the ten GUG principles, only transparency and quality assurance exert a significant influence on academic performance through the mediation of Strategic Risk Drivers. Conversely, the Operational & Compliance Risk Drivers dimension does not mediate the relationship between GUG and university performance. This study contributes theoretically by integrating Good University Governance and Enterprise Risk Management (ERM) within higher education, extending governance and risk perspectives beyond the corporate sector. The findings reinforce Stakeholder Theory by showing that transparency and quality assurance enhance institutional trust and academic legitimacy through effective risk control. They also support Contingency Theory, as ERM's mediating effectiveness depends on organizational alignment, risk maturity, and institutional readiness. PTNBH universities should embed transparency and quality assurance within strategic risk management to strengthen competitiveness. Copyright (c) 2026 The Authors.
