Factors influencing construction worker productivity in Indonesia and strategies for improvement

Abstract

The construction industry is one of the major sectors in Indonesia but often experiences project delays. One of the main causes of these delays is low labor productivity. This study aims to identify the main factors affecting construction workers' productivity and formulate solutions to improve it. The uniqueness of this research lies in its approach, which directly explores the perceptions of construction workers rather than project managers or supervisors. The research was conducted in two stages. The first stage used a literature review to compile a list of factors affecting productivity. Next, a survey of 83 construction workers in various locations was conducted to assess their perceptions via the relative importance index (RII) method. In addition, a survey of managing engineers was also conducted to identify productivity improvement measures. The results show that low wages, a lack of work supervision, and improper material planning are the dominant factors that lower productivity. External factors such as weather also contribute, although they are difficult to control. A total of 13 strategic measures were identified, including worker training, good site management, the use of automated tracking technology, and the appointment of competent project managers. The most influential factors in improving productivity are project manager competence and timeliness in wage payments. Thus, construction worker productivity is strongly influenced by a combination of internal, managerial, and external factors. Improving the quality of project management, especially in terms of supervision and worker welfare, is the key to improving productivity in the construction sector. © Copyright (c) 2026 The Authors.
